The scheme mentioned aims to promote the installation of solar pumps, grid-connected solar power plants, and other renewable energy power plants (REPP) across India. Its objectives include:

  1. Installation of Solar Pumps and Grid-connected Solar and REPP: The scheme aims to support the installation of solar pumps for agricultural water requirements and the establishment of grid-connected solar power plants and other renewable energy power plants.

  2. Decentralization of REPP and Solarization of Existing Agriculture Pumps: The scheme focuses on decentralizing renewable energy power plants and promoting the solarization of existing grid-connected agriculture pumps.

The eligible entities or borrowers under this scheme include:

  1. Individual Farmers/SHGs/JLGs forming Group of Farmers/Co-operatives of Farmers.
  2. Panchayats.
  3. Farmer Producer Organizations (FPO), Water User Associations (WUA).
  4. Other entities permissible by the Ministry of New and Renewable Energy (MNRE).

In cases where the eligible entities are unable to arrange the required equity for setting up REPP, they have the option to develop the projects through developers or even through local distribution companies (DISCOMs) with approval from MNRE. These developers or DISCOMs will be considered as Renewable Power Generators (RPG) or eligible entities.

The acknowledgment received from MNRE through the online MNRE portal serves as proof of approval for the eligible entity. There is no separate approved list required as long as the entity has obtained registration and acknowledgment from MNRE.
